Anyone know what the actual raga being used here is? 



Its like kirwani but with tivra ma, or madhuvanti but with komal dha, or todi but with shuddh re, either way i've never heard it before. 

Also the structure of the piece istelf is strange, there is no 'gat' really, no pakad/chalan, nothing is repeated, anyone have any insight as to what's going on?

And any clue why its called Raga Miniature?

It is probably Raga Simhendra Madhyam (more popular in the Carnatic system) presented here in Dhun style.

Is there also a name for this raga: S, R, komal G, tivra M, P, D, komal Ni?
I don't know any hindustanic raga with those tones, but maybe a carnatic raga?
