In my opinion both are important and required.

One builds muscle memory, internalizes the movement & the math & strenghtens the fingers. This type of practice allows one to get to the next stage which is effortless playing.

The trick is know your own tipping point. Given a new composition, some jump into playing it directly while others sit on loud & forceful playing beyond the required time. Over time & exposure to good compositions, this tipping point shortens and at some point becomes near obsolete.
