In Indrajit Banerjee’s DVDs there are practice sections where he shows a selection of little melodies containing pakad phrases. Are these intended to be used like guitar licks; ie. used as phrases to form a larger improvised melody?

Pakad phrases are specific to each raga and help identify which you're playing along with other things of course. They can be used in taans, melodies, etc., there's no intended use in any guitar style unless you're playing a Mohan Veena of course.
Maybe a loose similarity is a 'hook' of a song or something also the lines of the guitar solo in Purple Rain where Prince plays the same solo pattern, etc.. But more disciplined and bound by the rules of the raga.
