What is the term closest to avartan in Western music score? Is it phrase, or is it bar? Or is there another term which denotes the cyclic ticking of musical time?

It would be "cycle". Its closest analogy is the 12 or 16 bar blues pattern or the 4 or 8 bar patterns which characterize most popular music. It generally isn't taught in most beginning musical pedagogy because, although it is very common in popular music, it isn't as common in classical music.

Thank you. I was informed that a phrase would be appropriate. How is it different from a phrase?

That is a little difficult to say, because the English term "phrase" is a bit ambiguous.  There are numerous correct, but unconnected usages of the term.
